Kevin Miller

Kevin L. Miller is the Director of the Opportunities for Ohioans with Disabilities Agency. The agency is responsible for providing individuals with disabilities the services and support they need to attain and maintain employment; and is charged with making determinations on Social Security disability claims. 

Upon Director Miller assuming leadership of the agency, he immediately began to implement the policies and procedures necessary to eliminate the waiting list for those seeking services and to bring the agency into full compliance with the U.S. Department of Education. 

Under Director Miller’s leadership, the agency achieved compliance with the U.S. Department of Education’s audit findings; implemented a standardized fee schedule for services; increased membership of businesses committed to hiring individuals with disabilities through Disability:IN Ohio; renamed and rebranded the agency, formerly known as Rehabilitation Services Commission (RSC); and more importantly, eliminated the waiting list by releasing more than 17,000 individuals waiting for services. Director Miller’s vision has meant stronger relationships and better partnerships for the agency. As a result, OOD is serving more Ohioans with disabilities (many for the first time since 1991) and doing so more effectively. 

Director Miller, who was re-appointed by Governor Mike DeWine in January 2019, has over twenty-five years of state service, most of them in senior level leadership (COO & CEO) at various state agencies. As a father of a son diagnosed with Autism Spectrum Disorder, Director Miller believes strongly in being active in organizations and advocacy groups. He is a member of the National Autism Society, Autism Speaks, and the Association of Ohio Commodores, and is past President of the Mark J. Youngpeter Memorial Scholarship Fund. Miller is a former member of the West Jefferson City Council. 

Director Miller has a Bachelor’s degree from Ohio Dominican University and a Master’s degree from The Ohio State University.
